A dog owner in Chongqing was sued by the victim because the dog was not tied up and ran towards passers-by, causing people to be frightened and injured. Recently, the People's Court of Yuzhong District, Chongqing made a judgment on this dispute, and the dog owner was ordered to compensate the victim 98,201.85 yuan.

The Yuzhong District Court found that on September 18, 2018, the dog raised by Liang Moumou was not on a leash. While chasing and playing in the community, it suddenly ran towards The passing victim Li Moumou. After being frightened, Li fell down while evacuating and was immediately sent to the hospital for examination and hospitalization. He was later diagnosed with a comminuted fracture of the distal left radius, a fracture of the ulnar styloid process, and a compression fracture of the 1st lumbar vertebra. During his hospitalization, Li Moumou spent a total of more than 30,000 yuan in medical expenses.

The court held that Li's injury was caused by being frightened by Liang's dog. According to the Tort Liability Law of the People's Republic of China and the Chongqing Dog Breeding Management According to the provisions of the Interim Measures, Liang Moumou should bear corresponding civil liability for the damage consequences of Li Moumou's injury in accordance with the law. Accordingly, the court made the above judgment.
