If the puppy is still drinking milk and has not been exposed to the outside world within 3 months, it does not need to be vaccinated. The person who is bitten needs to disinfect and anti-inflammate the wound as soon as possible, and then observe the puppy for ten minutes. If the puppy doesn't get sick or die, it's okay. If the puppy gets sick and dies, it must go to a local regular hospital for rabies vaccination.
